I will work to implement The Freedom Plan for Health Care Finance Reform as a better alternative to ObamaCare. Any Kentuckian who wants health insurance will be able to buy it and pay the premiums with a medical credit card.
This medical credit card program will replace Medicaid, except for the long-term portion, and will reduce the amount currently spent by taxpayers on Medicaid by about 90% in the early years. The banking system will finance health care spending until a person dies rather than taxpayers; and taxpayers will pay only the bad debt, not the entire bill.
The cost of health care will decline because (1) tort reform will reduce the amount spent on malpractice insurance and on the practice of “defensive medicine;” (2) the availability of health insurance to all who want it will reduce visits to expensive emergency rooms for non-emergency care and also will reduce the amount of “free care” given and paid through higher prices; and (3) higher co-pays and deductibles will result in fewer visits to the doctor and hospitals for minor care. This lower cost will lead to lower health insurance premiums. In addition, when health care prices decline Medicare spending also will decline.
